Discusses requirements of railway officer in successfully solving problems presented by human factors in railroading: his methods must convince men that he thoroughly knows his business; he must convince them that he means to be fair in all respects and sincerely desires to promote their welfare; employees must be given elementary but correct information which will convince them that they are not being exploited for benefit of so-called capitalist class.
