Report on study undertaken at Bureau of Highway Traffic, Yale Univ, to evaluate administrative policies and procedures followed by state and city agencies, to bring practices together for review as to ways in which they evolved, and which ones appear to work best, to point up environments and circumstances which influence practice, to suggest means of effecting better coordination, and to develop framework for orderly system of state-city relationships.
