Economic benefits are compared with cost of necessary helmets and it is estimated that if all riders had worn helmets in 1 yr, over 200 fatalities and over 700 serious injuries would have been prevented, and that if all pillion passengers had worn helmets, further 60 fatalities and 200 serious injuries would have been prevented.
