Human unsafe behavior is the main cause of coal mine safety accidents. In order to reduce and eliminate unsafe behaviors, through statistical analysis and analysis of hidden dangers of behaviors of employees in Xinglongzhuang Coal Mine, in-depth study of the formation mechanism of unsafe behaviors, based on Maslow’s needs theory, risk hierarchical management theory, integral system management theory, etc., we propose the establishment of SAE closed-loop management system, and apply this system to Xinglongzhuang Coal Mine. Research and application show that the SAE closed-loop management system effectively improves the safety awareness of workers and the level of safety management on the site, and the unsafe behavior of people is greatly suppressed, thereby ensuring the safe production of coal mines.
