The goal of this article is not an assessment of the operational abilities of new Territorial Defence Force (TDF) to conduct military operations in the time of military threat to the state’s security, but the presentation of the imposed, by that fact, changes in emolument for professional soldiers and militiamen, who would form that forces. Developed value added would enable a better understanding of essence, subject and processes that occur during financing security requirements, especially in the field of personnel costs. The process of creating Territorial Defence Force is still largely based on planned or estimated quantities, thus the final system solutions, that would enable correct evaluation of expenses on personnel costs, might be much different than those used in this article.
