This paper summarizes the three developing stages of load and empty matching information system in China. The three stages are the independent managing stage, the local information sharing stage and the network stage. We describe the working process of cell phone short message and conclude that it is necessary and feasible. Based on short message service, a kind of high timely information system substitutes the current man intermediary and internet information system. We design the components of the information system: receiving and judging module, searching module, maintaining module, searching result handling module, information transmitting module, temporary database and user database. This paper analyzes the system working process including internal working process (process from receiving message to sending message) and external working process (process between the system and user). It is designed that the data form of temporary database and user database includes the vehicle information, load information and vehicle registering form. Some other things are also discussed in the paper, such as the form of beginning (ending) place, carrying capacity (weight) and valid time, management ways of the system to user.
