In this paper, the authors proposed a local ramp metering model based on the hybrid Petri net, which consists of a traffic distribution observer, ramp metering surface model, and an on-ramp traffic controller. The model produces real-time decisions according to the real-time traffic state, and a set of pre-specified constraints. On-ramp signals use decisions given by the model to adjust the on-ramp traffic flow. In a simulation case study, there is around 9% decrease of vehicle total travel time in the local ramp metering area. The results have shown that the model can adjust on-ramp traffic flow according to mainline real-time traffic state effectively, and alleviate bottleneck congestion.
