This paper presents a general model for traffic assignment with travel time uncertainty. Factors involved in this model include expected travel time, travel time variance, travelers' risk aversion and the value of travel time variability. Traveler's risk aversion is supposed to be a random variable that follows a certain distribution among population. This model extends the multi-class model from the respects of utility function and risk classification. We also provide a feasible algorithm which combines the all-or-nothing (AON) assignment and Armijo-type linear search to solve this mode. The results of numeric experiment show that travel time reliability has obvious effect on model's output, and the flow on road links with large time variance is more sensitive to risk aversion.
