The urban bus line has the characteristics of short interval of departure time and non-fixed arrival time. The rural bus lines have the characteristics of long interval of departure time and an accurate starting point. Research on holding control strategies for the rural bus lines at urban and rural public transit transfer stations can improve the reliability of the transferring between buses and reduce travel delays for passengers, especially for the passengers who transfer from the urban bus lines to the rural bus lines. This is an effective way to improve public transit service quality and use but also helps promote the equalization of urban and rural public transportation development. In this paper, urban and rural public transit transfer stations are proposed, and the holding control strategies for the rural bus lines are put forward. Then, by synthetically considering factors such as cost of enterprise, passengers, and capacity constraints, the model of holding control is established, which aims at the minimum total cost and to calculate the holding time threshold. A case study is given to analyze the effectiveness of holding control.
