In order to effectively attack motor vehicle speeding violations on freeway network and to prevent road accidents, the paper describes the current situation and problems of freeway traffic safety control in China, puts forward solutions for monitoring and controlling motor vehicle running-speed on freeways. By integrating the technologies of motor vehicle monitoring, license plate recognition, mass information transmission, communication, and distributed computing, a vehicle's point-to-point speed on its whole travel section can be obtained. Then, we can promptly notify the speeding drivers in the right time and place, or even give tickets to those drivers at toll stations. We can also periodically evaluate the traffic safety situations on the freeways. The monitoring and controlling software was developed and implemented. The demonstration project in Jiangsu Province proved that the system functioned effectively, and enhanced the dynamic enforcement capacity of traffic police departments. This paper describes the overall architecture and the main features of the software system. It also discusses the key technologies and solutions.
