With the rapid development of high-speed railway, selections for passengers' travel plans have become more diversified. To satisfy the travel demand for passengers with various time values, it is necessary to conduct research with respect to a passenger flow assignment model. This paper designs a local transfer network comprised of five kinds of network arcs according to the rail train timetable and establishes an enhanced impedance function for each arc taking into consideration the effect of congestion. Following the first principle of Wardrop, an enhanced rail passenger flow assignment model of multi-class user equilibrium is built based on various time values of different railway passengers, which is solved by the gradient projection algorithm. A simple example of Xi'an - Zhengzhou - Wuhan - Guangzhou, designed via rail train timetable, validates the model and algorithm with model parameters calibrated to standard values.
