The objective of this paper is to formulate a good indicator which can represent the variability of travel time. In this paper, it is shown that the variability of urban travel time, in terms of both time window and volume, reveal unstable and large range. This paper proposes to use combined volume to represent the variability of travel time. Empirical data collected from an urban arterial in the Netherlands are used to validate this proposed method. The results show encouraging performance of reducing variability of travel time.
