This paper present a dynamic indication system of meteorological and hydrological information in order to be convenient for naval ships commanders to know weather and sea conditions at present time and in the future visually and in time, so as to guarantee safety navigation. Using the relative information from weather and ocean forecasting organizations, showing meteorological and hydrological information of the sea area which ship can reach within 24 h and 48 h from the base or stand-to position, this system will be enable the commanders knowing the weather and sea conditions of the sea area which the ships can arrive within two days easily. According to the statistics on safety navigation of different type of ships under different weather and sea conditions, and using the theory and technique of risk analysis, safety assessment on the courses to target sea area within two days of concerned ships can be made. The result of actual simulation shows that this system can be used to made safety assessment for ships' courses objectively and quantitatively with almost no different from experienced captains and commanders.
