The urban traffic management information system has become an important way of solving traffic jam in cities. The paper designs a framework of vehicle navigating and guiding system using 3G mobile network and GIS electronic map according to information of moving objects. It discusses moving object's time-space attributes which is described by a five-field and a directed graph. It designs a GPS moving terminal device (GPS-MTD) and analyzes the GPS-MTD's software functions and hardware structures. It improves the function of GPS mobile apparatus which provide the guiding function using the shared information of traffic based on intelligent agent. The navigation based on the shortest path algorithm and ant colony optimization algorithm is been improved to one based on the real-time traffic flow of moving objects with GPS-MTD. The GPS-MTD provides the navigating and guiding decision-making for people.
