One of the direct reasons that cause urban traffic problems is obscure functions and unreasonable road proportion in grades. Therefore, based on the statistic analysis of trip investigation data in several typical cities, the function with double parameters is adopted to fit the relationship between Vehicle Trip Distance (VTD) and trip proportion. Furthermore, the regressing analysis of the fitting parameters is made by three infection factors. In addition, according to VTD-turnover, coupling mechanism, and equilibrium mechanism of traffic supply-demand, equilibrium equations are built to show the equilibrium relationship, between vehicle supply-demand turnovers in each grade of roads. As a result, urban road proportion in grades is deduced and the reasonability of urban road grade scheme is evaluated by an evaluation coefficient. According to urban scales and fields of the fitting parameters, fields of urban road proportions in grades are recommended in different scale cities. Finally, one example is employed to prove the effectiveness of the equilibrium relations and the evaluation measure proposed in this paper.
