The cooperative management mode of freeway administration and traffic police is a relatively advanced freeway network management mode. In order to ensure the long-term and stable operation of the cooperative management mode of freeway administration and traffic police, this paper studies the location problem of the emergency management station under this mode. In this paper, the demand point is analyzed, and the model of location set covering problem which considers the time limit factor and cost to meet the maximum distance limit is constructed. The shortest path algorithm and the software Lingo are used to solve the model. Finally, the model is applied to HeBei expressway network as an example to verify the feasibility of the location model of expressway network emergency management station under the cooperative management mode of freeway administration and traffic police. The results show that the location model of the emergency management station can provide a reference for the promotion of the cooperative management mode of freeway administration and traffic police in Hebei Province.
