This paper proposes a tabu search-based method to a multi-objective transit route network design problem. The whole design is performed in two phases. A route generation algorithm produces a good initial solution in the first phase. Tabu search continuously generates new solutions with route-merge, route-break and add-link operator. The external archive is used to store the non-dominated solutions that are maintained during the search process. The proposed algorithm is applied to a benchmark network for the following two objectives: operator cost and user cost. The sensitivity analyses are performed and computational results are presented.
