Aiming at problems of managing methods and monitoring system of current freight overloading vehicles on high class highways in China, a new framework model of remote monitoring system was presented, with weigh-in-motion and information network transmit technology. And for the purpose of following analysis to collected data, a software system based on database and data mining technology was developed. The system constructed in this paper, avoided some defects of traditional monitoring system such as low network level, weak automation degree, and bad utilized rate of statistical data, which could provide powerful decision support to manage freight overloading trucks, design road surface and enact government rule and policy.
