Recently, planning and constructing intercity rapid railway network in China has become an urgent requirement to develop the system of cities and towns. This paper firstly screens out the needed indices that can reflect the levels of network. Then the weights of indices are analyzed by the method of analytic hierarchy process. Then the values of indices of various schemes are calculated. At last the scores of schemes are calculated by fuzzy decision making method and used to select the optimal scheme.
