With special characteristics of easy to leak, inflame, explode during manufacturing, storage and transportation, hazardous materials could cause disaster when accidents happen. So the risk control of hazardous materials transportation becomes a serious problem. A reformative model which modifies the transportation accident rate model is proposed by taking into consideration of the speed and the speed dispersion. This paper also shows that when speed is below 60 km/h, speed is the dominate factor to influence the accident rate, and the speed dispersion becomes the dominate one with the speed increases. Some suggestion on risk control of hazardous materials transportation is also proposed.
