An adaptive control strategy called Piecewise Optimum Delay Estimation (PODE) has been developed and tested in this paper. The limitations in the existing adaptive control strategies are reviewed and used as the basis for improvement. By using real time field data for traffic demand estimation and through piecewise optimization, PODE dynamically searches movement combinations for phasing and timing decisions that minimize system wide delay. Preliminary results show that PODE is able to considerably reduce delay over actuated control. Its performance consistency, especially in congested and oversaturated conditions, has demonstrated PODE's competitive strength among other adaptive control strategies.
