The traffic flow would probably change a lot in case the congestion pricing was collected, which would also have great impact on the network reliability. A bi-level model is established in this paper. The objective function of the upper model is to maximize the network reliability, which is based on the net economic benefit of the whole network. And the link travel time reliability constraint is also added into the upper model to ensure the network service level. The lower model is the user equilibrium (UE) model with elastic demand including the congestion pricing. An algorithm based on the sensitivity analysis is used to solve it.
