Road construction and congestion charging are popular methods for alleviating traffic congestion. New road construction aims at meeting with people’s travel demands. Congestion charging is a necessary way to configure reasonably basic infrastructure. In order to test the usefulness of congestion charging on new roads, four compared experiments are built on the basis of different cases of road construction and congestion charging. Based on stated preference data collection and four compared experiments simulated with VISSIM software, the congestion condition and social benefits confirm that new roads in the congestion area could not solve traffic congestion problem of incorporating induced traffic. Results show that congestion charging incorporated into new road construction is the efficient way to alleviate road congestion incorporating induced traffic and satisfy people’s travel demands. Therefore, congestion charging on new roads should be a good solution from both a demand and supply view to solve traffic congestion problems.
