With the constructing and repairing of infrastructure, road work is increasingly common and has a great influence on traffic flow, causing congestion and easily forming traffic bottlenecks. The traffic model of road work zones is concerned by scholars gradually. Flock theory as a bionic model can characterize the characteristics of the traffic flow well. In this paper, a flock obstacle-avoidance model is established with flock theory. The model is calibrated to explain the characteristic of vehicles in road work zones, of practical significance in designing the layout of work zones.
