This paper mainly analyzes the present situation of domestic transit reserved lane operation with low utilizations and poor managements. Based on the practical experience of HOV and HOT lane management in U.S., we develop a concept of applying the HOV idea to relax bus reserved lane operation to a mix flow operation, which allows the HOV vehicles drive on transit lanes. Besides, we study the impacts of HOV vehicles in transit lanes on bus speeds and the delays and use the Aimsun simulation to analyze the HOV vehicles on mixed lanes. Eventually, we determine a threshold for a maximum HOV vehicle flow allowed on the mixed transit lane. For the control of HOV traffic volumes and increasing the lane utilization, we develop an economic concept to regulate the HOV volumes by using HOT strategies. Besides, the paper puts forward a flow management method for the HOT transit lanes.
