Social cost‐benefit analysis (SCBA) aims to assess whether the planned solution will bring greater social benefits than the expenditure incurred. This chapter focuses on the assumptions of SCBA for implementing urban freight transport projects. Social benefits resulting from the introduction of individual solutions / best practice in city logistics are due to the reduction of external costs. Therefore, measurable social benefits are the difference in external costs generated before and after the introduction of the solution. External costs generated by urban freight transport are mostly environmental costs covering the cost of climate change, air pollution and noise and congestion costs associated with the increase in travel time and transport accidents. Determination of external costs requires a very detailed identification of the number of vehicles entering the area by type, capacity and Euro norm.
