This chapter presents a new analytical model that estimates the capacity of multi‐lane sections and reproduces the capacity drop caused by lane flow distribution (LFD) characteristics. The multi‐lane capacity model is coupled with a dynamic mesoscopic traffic flow model initially designed for network applications: the meso‐LWR model. The resulting dynamic traffic flow model is relevant for motorway network applications and variable speed limit (VSL) evaluation. The chapter proposes to associate the meso‐LWR model with the analytical multi‐lane capacity (MLC) model that takes into account capacity drops caused by LFD. The meso‐LWR model coupled with the MLC model is specifically designed for networks that present multi‐lane sections. VSL strategies were applied on the A31 motorway starting from November 2013. In the context of an ex ante evaluation of the VSL strategy, assumptions are formulated to model the impact of VSL strategy on traffic flow characteristics.
