Zenit‐2 was a two‐stage launcher of 450 t on take‐off. In 1993, the American manufacturer, SS/Loral, launched a call for tenders to launch its Globalstar mobile telephone constellation. The following year, a delegation from Yuzhnoye visited them in California. It involved launching 12 satellites with a Zenit‐2. It was signed on May 6, 1995, but the option was dropped because the agreement to create Sea Launch, which had just been signed, included an exclusivity clause. In July 2003, Arianespace and Sea Launch entered into the Launch Services Alliance agreement, which brought together Arianespace, Boeing Launch Services and Mitsubishi Heavy Industries. The Zenit‐3SLB/Land Launch project launched from Baikonur dates from July 2002. The Land Launch was therefore very different from the Zenit‐2, which until then was launched from Baikonur. The ground version of the Sea Launch, launched from Baikonur, was equipped with all the modifications that had previously been made to the Zenit‐3SL.
