Public agencies charged with operating and maintaining the U.S. transportation system are increasingly challenged by the strain that freight movements are putting on the system. This chapter develops to assist planners in integrating freight into their planning process. It provides the domestic freight flows in the United States and discusses the impact of freight flows on the community and on the transportation system. The chapter presents the freight planning process, including the institutional aspects, the need for system designation, data collection, and the models and analysis tools used to identify and assess different freight‐related strategies. The chapter describes the important aspects of freight terminal planning and design. It offers thoughts on some of the key aspects of integrating freight concerns into the transportation planning process. As more transportation planners become exposed to the importance of freight movement, it seems likely that new and innovative approaches to data collection, modeling and evaluation will be developed.
