Since the collapse of the Soviet Union in 1991 the Caspian Sea region has emerged as a significant energy player. Azerbaijan, Kazakhstan, and Turkmenistan have massive oil and natural gas and are located next to China – the world's largest energy consumer. This study examines the legal status of the Caspian Sea and the unsuccessful efforts to divide it, the so‐called pipeline diplomacy and the regional and international rivalry over the region's hydrocarbon resources.
