This chapter reviews radiological and nuclear weapon threats to transportation systems and discusses methods by which they may be mitigated. Due to the vast geographical extent of transportation systems, we emphasize low‐cost radiation threat detection technologies. We will cover concepts of operations (CONOPS) for both the routine use of detection technologies and variations for use during emergency response contingencies. Since security is a process, not a destination, we emphasize the ongoing interplay of technology, intelligence gathering, and CONOPS.

    In general, a range of technologies must be employed to cover both wide‐area assays to interdict sources in motion, and narrow, deep probes in venues where heavy shielding may be employed, for example, at a port of entry. Similarly, intelligence procedures must be supported by policies that foster data and information sharing. Jurisdictional turf battles provide seams into which weak preattack signals can be lost. CONOPS for transportation security must be flexible and adaptable to account for the size and complexity of national, regional, and local transportation systems. The only way to attain and preserve these critical skills is with an extensive training regimen. The CONOPS discussed in this chapter are meant to stimulate the creation of innovative training exercises, not circumscribe all possibilities.
