Nurses, doctors, and pharmacists consistently rank as the most trusted and ethical professions, followed closely by civil engineers. Public transportation projects have a direct and substantial impact on the community's quality of life. A civil engineer's ethical obligation is first to the public, then to their employer and client, and finally to other professionals. Most DOTs and many localities have taken steps to minimize project disruption during staff turnover by creating an abundance of policies, Standard Operating Procedures, and project management systems. The project managers (PMs) on most larger projects were first granted that opportunity because of their success managing smaller projects. In order to combat this immutable law of scaling, a PM should focus on the following ten areas that should be intentionally addressed: budget, scope, schedule, teams, communications, project complexities, risk, performance metrics, PMs project organization, and stakeholder involvement.
