Presented are the results of a laboratory investigation dealing with the properties of various composites made with different proportions of preconditioned fluidized bed combustion (FBC) spent bed, pulverized coal combustion (PCC) fly ash, natural fine aggregate, and portland cement. The extent to which the proposed composites can replace currently used materials is examined, and an alternate method for rebuilding low-volume county and other secondary roads is provided. Test results show that compressive strength and linear expansion of PCC-FBC composites improved with increases in PCC fly ash content of the matrix. In addition, compressive strength increased and expansion decreased when testing conditions changed from soaked to sealed to air-dried. When a low dosage of portland cement was added, an average increase of 50 percent in compressive strength and a decrease of 35 percent in 1-year linear expansion were found.
