In this paper a new emergency evacuation management system is presented that is behavior oriented, sensitive to land use patterns, and flexible, and can be implemented to produce practically meaningful evacuation plans. The system integrates dynamic behavioral patterns and transportation network and regional land use information using database management system and geographic information system software. To do this, activity participation by individuals is modeled using a microscopic approach, detailed land use patterns at the level of the room in each building of a small area, and a flexible system structure to incorporate future model developments. In addition, a practical framework is designed using a variety of existing databases, and information gaps are closed by additional data collection. The results in this study provide evidence of the feasibility for such an extremely microscopic regional planning approach with existing software.
