The Moving Ahead for Progress in the 21st Century Act strives to improve the condition and performance of the national freight network and support investment in freight-related surface transportation projects. To address these freight provisions, ways to understand freight movement are being sought. Findings from the project Multimodal Transportation Disruption and Reroute Simulation Framework are discussed. Lessons learned can benefit planners seeking to create the first national inter-modal freight plan. Major components of the study include constructing baseline overviews of identified commodity flow on freight, railroad, and water-borne networks and developing network disruption scenarios occurring in areas of vital transportation infrastructure to simulate disaster impacts on the intermodal flow of goods. A key lesson learned was that effective data management was enhanced by process decomposition and breaking the modeling, simulation, and analysis of disruptions into discrete parts of a multistep effort. The team found that with data limited to isolated commodity groups and industry clusters vital to a regional economy and job base, general economic impacts could be estimated, but findings were limited to comprehensive economic impacts and current or forecast conditions. Key lessons point to significant barriers to the integration of the research solution and transportation and economic planning into either new or improved transportation systems or for its use in the coupled modeling of the system and its response to local or regional disaster events. Challenges arise largely from the system complexity and lack of integration and interactions in developing plans across geographic and governing units leading to different depictions and characterizations of the desired system.
