The Virginia Department of Transportation installed Global Positioning System units in 80 trucks operating in two adjacent maintenance areas in the urban area near Washington, D.C. The units report real-time information about the location of the vehicles and their plowing and chemical-spreading activity. The installation is for a pilot test of an automatic vehicle location system that has continued over three winters. The primary purpose of the pilot test is to evaluate the system’s effect on ( a) the contract administration of snow removal and ice control, ( b) the provision of information concerning road conditions to the public and media, and ( c) the management and performance of snow removal and ice control activities. The methodology used to perform the evaluation is summarized, the results obtained are presented, and the problems encountered with the installation and implementation of the system are detailed.
