A model developed for the estimation of direct and indirect employment generated by expenditures on federal-aid highway improvement projects is reported. Data from the Federal Highway Administration’s Form 47 database is combined with input-output data from the Transportation Satellite Accounts to generate employment estimates for 14 distinct categories of highway improvement, making it possible to adjust employment estimates for shifts in the distribution of federal-aid expenditures across improvement types.
