A construction work zone on a freeway causes adverse effects on the flow of traffic in advance of and through the work zone. The two main problems in a freeway construction work zone are - 'congestion,' and 'safety'. Currently, signs that are posted along the freeway display messages such as 'Construction Ahead - Expect Delay,' or 'Possible Delay Ahead'. Such messages do not provide specific and reliable information, and more often than not, they end up being ignored by motorists. The Travel Time Prediction System (TIPS) is a portable system that predicts travel time from any one point to another on a freeway work zone, on a real-time basis, and displays the estimated travel time to motorists via the use of Variable Message Signs (VMS's) posted along the freeway. TIPS is a comprehensive, automated system intended for use on rural freeway work zones, and has been designed to operate with minimal human supervision. It collects real-time traffic flow data at 30-second intervals using non-contact sensors; communicates the data to an on-site personal computer which processes them to obtain estimated travel time; and transmits the travel time information to VMS's positioned at pre-determined locations along the freeway. The system was tested and validated for a short work zone in October 1997. Further field-testing and validation is required for long work zones and for work zones involving cross-overs.
