Railways in earthquake zones need to accomodate the unique demand that can be placed upon them during a seismic event. Primarily, this is to ensure the safety of the users and operators and secondly, to avoid or minimise long term disrupton to the service due to earthquakes. This paper identifies the important earthquake engineering issues associated with the design and operation of a railway in an earthquake zone. It describes a pragmatic approach for the development of a safety management system that caters for seismic events. The key to this approach is a robust seismic design coupled with safety instrumentation which is complimented by a set of operator response procedures.
