The integration of the environmental dimension into sectoral policies has been a fundamental principle of national and European environmental policy programmes for decades. The implementation of the integration principle however meets considerable difficulties. Practical experiences in the case of transport policies have been compared for six European countries and the European Union. Institutional factors, especially the opportunities for environmental interests to influence sectoral decision-making, play an important role yet not sufficient role for successful environmental policy integration. Important are also economic capacities of the transport sector, which keep the adjustment costs of the losers of an environmental conversion relatively low. Under such conditions two real practice models can be observed: the British model of an environmental austerity policy, leading to demand management, and the Swiss model of an expensive investment strategy in favour of the environmentally friendly transport systems.
