The Government mandate to privatise railways in the UK, in addition to local Transit Authority initiatives to reduce railway operating costs throughout the USA, has caused operators and maintainers to look closely at railway processes on both sides of the Atlantic. As a result, the business case associated with maintenance budgets, investment and contracting strategy are becoming central drivers for train maintenance organisations. Maintenance organisations are tracking profitability based on key performance indicators and are setting targets for performance improvements. A benchmarking exercise of six USA light railways supported the development of realistic but challenging productivity and cost improvement targets for a UK light railway. Various techniques and process improvement have been adopted by the UK light railway, resulting in improved fleet availability and reduction of costs.
