Measurements of on-road tailpipe exhaust concentrations by means of remote sensing, combined with individual vehicle speed/acceleration measurements and a series of roadside idle tests, were carried out during several days in the early autumn of 1955 at a high commuter frequency site outside Stockholm, Sweden. The primary aim of the project was to investigate the potential of remote sensing to idetify high-emitting catalyst cars on the road. For this purpose, ten catalyst cars (TWC's) were selected from the roadside measurements for a subsequent chassis dynamometer investigation. The result show that a remote sensor cut-point of about 1 % CO, as an average of multiple readings, yelded a 100 % failure rate in the US FTP test with the respect to the CO standard, and an 80-90 % failure rate with respect to the HC standard, whereas only one of the selected cars exceeded the NOx standard. The idle test was successfull in identifying the worst high-emitters in the selection, i.e. three cars having FTP emissions in the range 50-60 g CO/km and 2-3 g HC/km, whereas the same test failed to detect the rest of the cars exceeding the FTP CO and HC standards by smaller margins. Service and repair on seven on the selected cars reduced FTP emissions on average by 89 % for CO and 83 % for HC, whereas NOx emisssions increased by 26 %. In addition, their average fuel consumption was reduced by more than 7 %. In most cases, the costs of the service and repair amounted to less than 2,000 SEK (approximately 300 USD). The study demonstrates that remote sensing is fully capable of identifying catalyst cars on the road having excess CO and HC emissions, and that low-cost service and repair of these cars substantially may reduce these emissions and improve fuel economy.
