In this paper, a new congestion definition of innercity expressway is proposed to provide useful traffic information through a psychological analysis of drivers' congestion consciousness. Congestion will be defined by both average speed and it's duration time on a congested expressway. The results on an innercity expressway are compared with the one on an inercity freeway. The comparison showed that innercity expressway drivers became more sensitive to congestion than freeway drivers.
