This paper presents the results of a study to determine the feasibility of flying a tethered balloon at an altitude of 65,000 ft. The vehicle is a spherically shaped, constant volume, helium filled balloon with a ballonet. The balloon is restrained with a tether during the launch, operation, and recovery phases of the mission. This study assumes operation in the November mean wind profile at White Sands Missile Range, NM. Two analyses were conducted, the first at an operational altitude of 65,000 ft and the second at intermediate altitudes. Comparison of the results of the two analyses clearly shows that the operational altitude analysis severely underestimates the balloon and tether requirements. Based on the results of the study it is concluded that a high altitude tethered balloon system is feasible.
