The processing and disposal of hazardous materials present in ship structures is a dilemma existing in their aging Navy and commercial fleets. Materials of most concern are asbestos, leaded and chromated paints, and polychlorinated biphenols (PCBs). Normal disposal methods for these metal structures require the use of oxy-fuel cutting torches; however, due to the hazardous materials involved, special precautions must be taken to minimize the relase of these materials or their derivatives during thermal processing. These precautions often require costly manual preparation of areas before processing. The equipment, residues that are formed, and any by-products produced must be gathered and handled as hazardous material, which adds to the cost of dismantling.
