Intelligent vehicle-highway systems (IVHS) usually are thought of as transportation system management tools and/or supply enhancers. Travel demand management (TDM) usually is thought of as an alternative to road building or supply enhancement strategies. It would thus appear that IVHS and TDM strategies for managing transportation systems are at odds with one another, competing for limited research and development finding, and oppositional in nature by definition. Depending on the manner in which IVHS and TDM are viewed and implemented, this may be true. There are certain conditions under which IVHS and TDM may be mutually beneficial, and thus complementary strategies. This paper discusses the particular circumstances under which such complementary might be achieved in transportation planning practice.
