A 60 mm thick steel plate with 400 MPa yield strength for Arctic offshore structure is successfully produced using the thermo-mechanical control process with the optimum micro-alloying in terms of local brittle zones of heat affected zone. The chemical composition of the steel featuring addition of a small amount of Nb, rare earth elements, and Ti, and low contents of C, N, P, S, and Si shows sufficient strength and toughness, and also enables preheat-free welding at temperatures higher than 0 Cel. The toughness of the multi-pass submerged arc welded joint made with K-groove and a heat input of 5.0 kJ/mm is as high as 0.4 mm in CTOD at -50 Cel. Furthermore the each side one pass submerged arc welded joint made with X-groove and a rather higher heat input of 19.3 kJ/mm shows as high as 0.14 mm in CTOD at -50 Cel.
