During nearly a decade of operating the Orbiter spacecraft, the Pioneer Venus Project has evolved into an efficient and responsive organization for the production of scientific data. The Orbiter has been managed to fruitfilly observe the planet Venus, the Solar Environment around Venus, passing comets, and interstellar cosmic rays. The Pioneer Venus Project was planned to be the second generation of NASA's Venus exploration program. Initial reconnaissance of Venus from space had been carried out by the Mariner fly by spacecraft and the Venera landers. Their observations and theoretical studies had identified many questions which could be studied with a second-generation mission.
