Many cost models and an abundance of historical data exists on Space Based Sensors and Payloads. Knowledge of Mission and Technical cost impacts to system costs have been identified and documented. The "Passive Sensor Cost Model", "NASCOM" and "Unmanned Spacecraft Cost Model" are a few dealing with space based systems. Cost estimating during the System Architecture decision making process should begin at the front end. Too many times it has been ignored until after a commitment has been made on the System Architecture, without any significant cost estimating to support the cost feasibility. Cost estimating tools and models have mitigated the effort required, and personal computers now provide the capabilities for rapidly developing "What-if" estimates. Budgetary considerations in the Public and Private Sectors are adding to the need for timely, accurate and Mission/Technology derived cost estimates.
