Today, the Department of Defense (DoD) relies upon software which would cost many billions of dollars to replace, yet many commands require the operational benefits of applied multilevel secure (MLOS) technologies. Traditional secure engineering practices have started over again at ground zero and re-designed and re-engineered secure systems, creating whole new systems at substantial cost. The authors explore the idea of configuring a trusted computing base (TCB) from commercially available components and porting existing software to the new environment with as few changes as is possible. When successfully applied, this approach can yield the DoD the benefits of applied MLS technology without incurring the costs and development time penalties associated with traditional secure systems development.
